Company Positioned as Private-Sector Participant Under New Presidential Memorandum Expanding Capabilities Against Transnational Cyber-Enabled Crime

WASHINGTON, D.C. — August 12, 2026 — ANTARES today announced its commitment to United States national security as a private-sector participant ready to deliver psychological operations (PSYOP), counter-PSYOP, and digital intelligence technologies to assist the Department of Defense and the broader federal counter-influence community in identifying, disrupting, and neutralizing foreign influence campaigns targeting American citizens.

The announcement follows President Donald J. Trump's signing of a National Security Presidential Memorandum, "Expanding Capabilities to Combat Transnational Cyber-Enabled Crime," which directs the federal government to "leverage the capability and innovation of the private sector" in conducting cyber operations against foreign-based transnational criminal organizations (TCOs) that threaten the American people, businesses, and critical infrastructure.

The memorandum establishes a Program under the National Coordination Center (NCC), overseen jointly by the Department of Justice and the Department of Homeland Security, authorizing vetted U.S. companies to conduct Cyber Surveillance Operations and Cyber Effects Operations under the complete oversight, direction, and legal authority of the federal government.

Digital Intelligence (DIGINT) Technologies — End-to-end collection, processing, and analysis pipelines that transform open-source and lawfully collected digital signals into actionable intelligence packages for federal partners, enabling rapid target identification and operational proposal submission to the NCC.

Alignment with the Program Framework

ANTARES is prepared to operate within the full oversight and accountability framework established by the memorandum, including rigorous vetting and contractual agreements with DOJ or DHS as required under Section 2(a)(ii); operational deconfliction across all participating federal agencies including the Departments of Defense, State, Treasury, and the Intelligence Community; strict adherence to constitutional and legal protections for U.S. persons, including mandatory minimization procedures and immediate NCC notification protocols for any incidental collection involving United States persons or systems; bond and escrow maintenance at or above the $1 million threshold required under Section 3(a)(iv); and annual program evaluation and continuous improvement of operational procedures.
